You could always go with the Voltaire method of naming characters.
"Cunégonde gets her name from St Kunigunde, wife of Henry II, Duke of Bavaria, who together with her husband took a vow of chastity. On his death she was restored to a virgin to her parents. Unjustly accused of adultery, she had to prove her virginity through the test of fire, for which she was canonized in 1200. The comic incongruity of this choice of name, given the chequered fate of Voltaire's heroine, is compounded by the sexual reference embedded in the orthography of 'cu[l]négonde' (Latin cunnus, 'cunt'; French cul, 'arse/ass')."
I myself prefer to make character names out of combinations of different, obscure references to famous literary characters, actors, or filmmakers.

Try names no one bother to use or in some cases name after athlete, some neighbor or jackass customer (always be the villian), something foreign, or supermarket product.
When I wanted a "Canadian" name the first name pop into my head was Gilles which was named after legendary F1 driver Gilles Villeneuve. That stuck and always enjoyed that name.
There was Roy Lewis which was taken from Wal-Mart brand dog food Ol' Roy which is pretty popular to dogs and cheap as well.
