I'm torn on the cape issue. Simply put, capes look pretty badass in City of Heroes. But some heroes should never wear capes. Can you imagine Spidey in a cape? Lameness. But Superman needs one or he looks ridiculous.
And it's not just a hero thing. A cape did sooo much for Vader. You know, back before Vader was a pussy and a chump.

Yeah, it depends on the situation. Capes are really more for the badass characters--the Jedi, Vader, Batman, etc. The ones that could be hiding a lightsaber or seven or a big freaking gun under that cape and you're not to know until they BLOW YOUR FREAKING HEAD OFF!

Yeah, that's one of the reasons Supes hasn't changed his costume much.
