Do you think bad guys have to level up their evil laugh? Like at the beginning it's just a girlish chuckle, but at like level 30 you develop a malevolent belly laugh? That would take up precious exp points.

Yeah, but the evil laugh is optional for any character class short of Master Criminal. Notice that many evil henchmen dump their EXP into weapon skills at the expense of the laugh, hence they have stupid, snorty laughs.
