Does that relegate them to NPC status?

But yeah, enforcement should be pretty entertaining. I'd argue that it would make for a pretty good reality/game show concept.

'If the jury takes just a superficial glance at my client, it should remove even the shadow of a doubt that the defendant's remarks on her 'good looks' can have been anything else but sarcasm.' :D

Certainly not, since he would be one of the first people to be accused under any law against sarcasm. He would, however, likely have required the sarcastic shopkeepers to form a guild separate from the friendly shopkeeper guild and feature a corresponding batch outside their shops. :D

Even if Vetinari did let something like that past, I think the real problem would be getting Carrot and Vimes to enforce it.

Song Xuelei, a 27-year-old student, said he applauds the idea. His pet peeve is getting dirty looks from shopkeepers when he is only window shopping.
