Now, be fair: Beltane made a social blunder by opening with "sister" when the target displays no Wiccan symbols. If anything, the cross earring should've been a warning, assuming one knows nothing about the neo-Gothic subculture. (That seems to be a safe assumption here; greeting a neo-Goth in any cheery fashion is an automatic social blunder anyway.)
(Sub-note: Beltane's greeting was appropriate only if greeting a Wiccan. Otherwise, it is overly familiar at best.)
But, be equally fair: As Ben pointed out, this is his business; Penny needlessly antagonized a potential customer, as well as making blatant insinuations about the nature of the greeting. Whatever his feelings about Beltane, and however faux-Wiccan she may be, that still doesn't excuse Penny's behavior.
Short-term: A reprimand. No long-term unless she makes this a habit. Remember, she's required to help out in the arcade, but she does get paid for it. That makes her an employee, same as the others, and that means they can tell her what to do until and unless she gets another job.
