Something's wrong and I can't figure out what

Yeah, I drew this the other day, and it looks nothing but strange to me, and I for the life of me cannot determine what it is that makes it look strange. So any help you could give on fixing this would be much appreciated.

the eye on the right side has no white space, thus making her look cross eyed...and yes as they said...no chin but I think it's mainly the eye

Oh yes, KODAMA is right. It looks odd because you can see her eyes through her hair, but none of her other features.

looks like there is no chin and the hair obscures the shape of the head making it look more spherical than it realisically should

The bow in her hair is way to small. It should be at least... three times as big.

Yup, it's the chin. The bow on the back of her head is too big, too - that is, if it's supposed to be one bow and not two.

Now she looks like a koala bear.

With all the detail on her hair and nowhere else, that's taking over the entire picture.
The chin is not a problem, it's the crossed eyes for me. Move them apart a tiny bit and up a tiny bit and they will look much better.

I'm still going to be nitpicky about that chin... But aside from that, the new hair is a bit too detailed, as Sortelli said. Her pigtails look like pompoms to me now.

I liked her before. Now she's just horrifying.

I'd say it's because you've put so much work into the hair, and much less into the rest of the body - it looks like the hair is sitting on one of those wig models.
That isn't to say it looks bad! Just that you put so much time into the hair, that the rest of the body is enough less rendered that it looks out of place.

The thing with the chin is not, I think, that it's not there (it is) but that there's no sense of the nose or chin sticking out; you get the feeling of looking at a flat surface with features painted on, rather than a person whose features stick out.
She's looking up, sort of, right? So you should be able to se a little bit of the underside of her jaw, but instead it's just a straightaway from her chin to neck...
I kind of like it like that, though; it's cute. ^_^

Well, yeah, cute's kinda what I'm going for.. I did try and actually draw in a chin line, and it was just.. bleh...
Cute is more important to me than anatomical correctness here ;x
It is going to be painted though, hopefully when it's coloured the face will lose at least a bit of it's flatness D:
