If you don't want to (or can't) plop down $300 for photoshop, download The Gimp. Free, opensource, and available for most anything with a processor. Good for everything from simple edits to grand-scale pure-digital imagery.

Mark Chong's Ten Minute Drawing Techniques is a nice series of drawing tutorials.
It's aimed at beginners, but mixed in with the beginner stuff are some rather neat bits. If you don't want to wade through everything, I would recommend
Episode 4: Camera Perspective (panoramic perspective)
Episode 9 (4 parts, part 1 most importantly): Introduction to Backgrounds (planning large scenes with a map)
Episode 10: Homework (Some interesting doodle exercises)
Episode 12: Figure Drawing Demo (Posing works a lot easier when you start at the extremities)

But I like using book mainly, a very good book is Jack Hamm's "Drawing the Head and Figure". I have worn my out.

I've started a webcomic resource blog for many of the overlooked, technical aspects of webcomicking, most especially, the webcomic site. Webcomics are, after all, half "web," half "comic." Art and writing (novel-writing, more specifically), will also be included.
You can find it here, updated a couple times a week so far. I'm going to stick to basic things for quite some time before I get more specific.

I was expecting to find this in the thread somewhere, but since it isn't, I may as well link it... as an alternative to default or downloaded fonts (and to hand-lettering or buying font-creation software), there's a site that will create a font from your handwriting for free: http://www.yourfonts.com/

Lovely idea, I have a whole bunch of tabs open right now, waiting to be perused.
I have used - and sadly also ignored (bad girl! Start practicing poses and perspective right now!) - Lee and Kirby's How to Draw Comics the Marvel Way. I like their explanation of perspective and inking basics (yes, I ignore those often enough as well.)
What I am sadly, sadly missing is a good guide to drawing facial expressions. There's a meme ghosting around DeviantArt called "25 Essential Expressions" http://napalmnacey.deviantart.com/art/2 ... s-55523083, and I've printed out some of the ones other people have done as a loose guide. I still wish I could find "101 Ways to Draw an Angry Face" in a tutorial somewhere...
