Noy, let me point out something- you're going about this the wrong way. (Well, is a way that is less than effective, anyway)
You should be able to figure by now artists who actually want to draw for someone else are pretty rare. If you really want to snag them, give them incentive to want to draw YOUR comic.
Present some examples of your script here. Hell, dump one whole storyline for all to see and see how they like it. Show your prospective artists you have something good and don't wait for them to ask for it.
If you are a good writer, make that obvious (by which I mean display your work instead of just saying you're a good writer) and you'll have a far better chance to succeed in getting one.
An artist is not going to commit his or herself on something he/she isn't impressed by. So impress them or start drawing yourself.
Frankly, the only comic I've seen so far that I'd seriously consider drawing for is Reasoned Cognition.. The concept is decidedly original and the storylines are interesting. But Abol seems to be doing fine, so no worries.

i'm going at it like this:
step one: ask nicely for an artist in all of the 2 forums someone might reply to you, and wait X time.
step two: have a big SIGH and ask for someone to ONLY draw hands for my guy hopefully no one would make a big deal about *ahem* copyrights and stuff...
step three: offer the artist to pre-order my autobiography for free(coming to your book stores in 2053)
step four: hopefully by the time all the last 3 steps will be over, i'll get a job, so i could offer the artist SOME amount of money for his work(say... 20-30 dollars?)
step five: find an artist, kidnap him, lock him in my torture dungeon and make him draw for food(note to self: build a torture dungeon)
step six: running for president and FORCING the best artist in whatever country i'll be ruling to draw for me.
step seven: learning how to draw hands myself.
step eight: simply using my bad hand drawings in my comic.
step nine: just forgetting everything and finding something else to do.
or something like that...
anywho, i shall continue to step two sometime in january, and that shouldn't be too hard to do...
after all, it's 4-6 different hands, and i'm done with the guy, easy as that...

According to HNTRAC the best way to be able to draw hands is to draw hands.
Meaning, no matter how bad you are, if you keep drawing them you'll get better. And the more you draw the better you will get anyway.
Look at today's comic for many webcomics, than look at their first comic. The difference is usually pretty astounding.

One thing to add about hands: It's easier the draw if you treat the space between the digits as a narrow oval.

As someone who has actually had a good artist ask me to write a comic for him to draw, I think the absolute best way to get one is to be a writer, preferably one known and liked in the right sort of communities. T Campbell seems to manage okay, for example.*
Incidently, real life leapt out and mugged my artist after two test pages. I don't mind - and said so. I can turn the story into a novella easily enough.
Still, it was still a great shame. The guy was awfully good.

I draw already for Ikiryoh (a start-up comic from my forum), but I'd love to draw for your comic as well. Fear not, multi-tasking is a skill of mine.
ANYWHO, I'm best with drawing girls, but I'm getting better with guys.
I can vary in styles, too (^_^).
I've been drawing since I can remember, and I just started working with Adobe.
