OK I am a newby artist.
I got the proportions part. (8 heads) down at the most
I just cant make shapes (hourglass, ovals) into body parts.
As soon as I get a scanner Ill show you what I can do ...
But the proportions depend on the type of character you're drawing. A 'realistic' character is about 8 heads tall. Less realistic (or teenager) -- 7 heads. Cartoon characters and anime chibis may be 4-5 heads tall. Imposing superheroes might be 10 heads tall. Do what works best for you.

Normally, it's around:
5-6 heads for old people
6-7 heads for average adults
8 heads for well-built adults (often used as default, however)
9-10 heads for heroic characters (unrealistic, but not very noticeably so)
10-xx heads for superhuman characters.
3 apples for Smurfs.
'Funny' characters often have much larger heads, and some 'chibis' might actually end up being less than 2 heads tall.
