Poor Quentyn is gradually being deprived of all of the devices he uses, and even his clothing. If he ever wondered whether he'd be a good Questor without his tools, even after his lux-less trip through the tunnels under Sanctuary City, he shouldn't have to wonder about that again.
At the moment he still has his glimmer rope, at least. Maybe he could use it to snatch the leader of the Red Caps and suspend him from that brace long enough to tell him: "I'm looking for the Royals because they stole something from me!"
That might help straighten things out a little.

.. Personally, I think The royals must of upsurped the Redcaps and everyone thought they were wiped out or something.. and well, they are pissed and want revenge.. aka, the blind fury at the mention of said royals..

Something I've noticed throughout this particular storyline... Q has passed up a couple of keen opportunities for help in acquiring his sword back. He now knows the general are of the Royal hide-out, correct? Well, the jailor doesn't just have it in for Q, but for all of the gangs. He very well could have explained his situation and knowledge to the jailor and acquired the aid of the local guard.
In a second case, I think someone has mentioned something to this extent already, but the Redcaps (especially being so violent and territorial) might be persuaded to help Q get WC back...

I don't think the Redcaps would be willing to help Quentyn. What's in it for them? Apparently they have a truce with the three gangs: Vipers, Trolls, and Royals and don't seem ready to break it for one "no-name."

Think more realistically.
Suppose you were dropped in the middle of the Bronx, New York City.
"Crocodile Dundee II" to the contrary, How likely is it that you, personally, would be able to find and "befriend" a gang of punks--- without getting instantly knifed or shot--- and persuade them to help you take on the Crips to steal back your grandaddy's watch?
How much less likely would it be that you would manage to persuade some stiffnecked beat cop to break department regs and help you covertly recover what they stole from you without informing his superiors or otherwise leaving a paper trail or otherwise giving the value and importance of the item away? How likely would you be, for that matter, to persuade them that the item in question IS valuable enough to justify all that extra-departmental effort?
Quentyn is in a very dicey position. The sword is not only extremely valuable and extremely important and, to some extent, unusually powerful--- it is also extremely DANGEROUS to him, himself. It's bonded to him, which means it can be used to GET AT HIM in a variety of ways.... picture losing your PIN numbers, your computer passwords, your office passcard, your photo ID, all your credit cards, every car and house key you own and your heart medicine all in one package. Not only could the sword's bond be used to harm Quentyn directly in malicious and skilled hands, it could be used for the thaumaturgical equivalent of a hardcore Identity Theft.
Plus, there's the fact that there's a good chance the sword will go bananas if it is allowed to recharge. The fact that it HASN'T gone ballistic yet is probably causing him more panic than anything.... because that means it's already in the hands of someone who knows how to neutralize it. His only hope is that nobody who has it figures out what they can do with it--- and the instant the Guardsmen start nosing about for it, they'll know something's up. The Guardsmen would, most likely, handle the matter like any other "stolen goods" case.... arbitrarily, with little likelihood (or interest) in actually retrieving the stolen goods, and with a noisy and public brouhaha.... and with Quentyn being a Questor, it would be noisy indeed.
In an unpleasant parallel, it is something similar to the situation many police departments investigating child pornography rings find themselves in. They have literally thousands of photos of victimized children in their database.... yet their victories are counted in the dozens. Why?

They can't simply post the child's face on a milk carton or walk the neighborhood asking people "have you seen this child?".... because the horrible reality is that, if a pedophile believes the police are closing in, the pedophile will often kill the child to silence them. Tracking children by identifying things like wallpaper patterns in the rooms they're in, or the type of phone sitting on the end table....
Quentyn's situation isn't nearly as horrific, but it's just as difficult. He can't publicly ask for help, because word will get back to the Royals--- and there is no concievable course of action they could take that would be good.

I kinda figured on most of that. Without photos in the papers or official ID, he's got no way to prove who he is to the local cops, even if they're all honest. You're being mean again - you've got to know how he gets out of this mess, and it's driving the rest of us nuts! At this point, all I can figure is that he gets the Reds mad enough to chase him into Royal territory and break the truce.
