I always felt sorry for Captain Needa... He seemed like a good guy doing his best at a difficult job.

"Yeah, I'm an Imperial. I do work for an evil government headed by a creepy Sith Lord with yellow eyes that terrorizes the galaxy and keeps entire worlds in terror with racist bigoted violent tatics. But I'm not a bad guy."

Yeah. You could say that he knew the risks when he applied... but I doubt word of Darth Vader's, um, disciplinary policies get very far.

IF he applied. I don't imagine that the Emperor minds agressive recruiting and drafting policys.
Also, the Imperials have really good PR. Luke himself dreamed of becoming an Imperial Officer back on Tattooine.
