There HAS been a Catgirl in a school uniform. If you've ever read the manga or seen the anime Magic Knight Rayearth by the all-female studio CLAMP, one of the three leading ladies, Shidou Hikaru, tends to sprout cat ears and a tail when nervous, excited, or embarrassed. CLAMP has also been known to do the occasional artbook picture where female, and sometimes even male characters from their many mangas would have the cat ears and tail.On 2002-03-28 04:23, cryoblade wrote:

But aside from that, the reason is that in most cases, Catgirls are of an alien race, and therefore would have no reason to wear a Japanese school uniform. In Megumi Kohosei or Candidate For Goddess the character of Kizna is a catgirl. But the story of that particular anime is on a world called Zion, and ever there, catgirls like Kizna are a rarity. In Outlaw Star there was an entire race of catlike people, the Ctarl Ctarl. But again, they were aliens. Very violent aliens that took animal forms at that.
The animal-like Ctarl Ctarl were based on another type of animal people that you will see many times in anime, the youkai (demons, ghosts, evil spirits, there's tons of translations for that name) race. In two particular series, Inuyasha: A Feudal Fairy Tale and Yu Yu Hakusho there are youkai by the tons. All have human forms, usually with either a tail, or ears, but rarely both. The typicall full-blooded youkai has a tail and rather elven-shaped ears, while the halfbreeds have no tails, but have the ears of whatever youkai breed they have in them. And they tend to be very traditional, sticking to the old yukatas, kimonos, etc, which is why you'll rarely see them in the type of armor or outfits you were asking about. Also, the idea of the Ctarl Ctarl having an animal form to change to came from a combination of the werewolf legends (the full moon) and theyoukai.
All youkai have two forms. There is their true form, which is usually that of the animal of their demon species, only roughly 20-50 times the size of any normal animal of that type. The other form is the human-like form I already mentioned, where the main things telling them apart from humans are the ear shape, catlike slitted pupils, claws, hair color, and the tail. Some species will have a more "taur"-like appearance, with the entire lower half of their bodies being the demon breed that they are. They're also much stronger, much faster, more agile, and have stronger senses than humans do. The higher ranks ranking species of youkai such as dog, cat, monkey, wolf, etc. tend to be smarter as well. Most other ranks of youkai are fairly stupid, but still have the other capabilities which allow them to easily kill most humans aside from mikos, houshis, and mahou tsukai. Unlike the Ctarl Ctarl, though, youkai need no special additions to change back and forth between their human and animal forms, just concentration and the ability to keep their emotions in check while in their human form.

They way he was talking about giant zoids and whatnot, I think he meant more along the lines of why no catgirl is a mecha pilot. That's why I didn't mention Samurai Pizza Cats and stuck to explaining why it was rare to see a catgirl in a school uniform. I beg to differ. While the commercials and the website list it under it's American name, Pilot Candidate, the original opening is used for the series, and it quite clearly gives the Japanese name, Candidate for GoddessOn 2002-03-29 20:50, Fetch26291 wrote:
