do you think it would be so bad to use the same characters for 2 webcomics? but it would only be like 2 not a whole cast

Osamu Tezuka had a number of signature characters that appeared in several of his comics, playing different roles. It was sort of an in-joke between him and his regular readers.

Just regard the characters as actors. They play their part in comic A, then go on to play a different part in comic B. (Or the same type of part, if they're being typecast...)

Why not? You already know how to write and draw the characters; it would seem easier to work with characters you're familiar with then to come up with new ones.

However, you'll need a proper licence from The Ministry of Reused Characters.

Don't bother. The MoRC has been tailing reuse infringements for decades, and after the recent budget slash, they're bound to be doing just that for a few decades more.

One of my characters appeared in another webcomic for a brief period. It was non-canonical though

David Willis did Shortpacked, and brought both Robin (bless him!) and Mike over from It's Walky!

... and I shall be the first to admit that some characters tend to be reused pretty often in many different comics...
