Do you mean like draw them ourselves or what? Because if that's what you want.. there are lots.

As for having anime/manga styled comics to read, I'll answer the two most likely interpretaitions of the question. Yes, I personally own manga for reading purposes and yes, I personally have a manga-styled webcomic for other people to read.

I made the audio file using this cool AT&T speech lab demo thingy. Then just pitch shifted the female voice until it sounded like a little girl.

I consider mine a sort of blend between manga and other styles. I think it depends on how dramatic the moment is. ;}
