I've read a few comics on it and participated in a contest through it. Haven't used it for much else, but it seems interesting. Bean uses it for his new comic. Personally I'm not a fan of the way it lays out panels.
I think it's intended for reading comics on phones, but I've thrown in with Comic Chameleon to that end (for better or worse).

I haven't looked at Line webtoon. Then again, I admit I'm a little out of the webcomic world except for the Volet. A friend presented to me one made specifically for phones/tablets but I'll need to ask her the name again.
