I'm trying to put together a FATE game over IRC, about a private organization of psychics doing jobs in the Modern United States. This sort of builds off of Spirit of the Century (SRD at http://crackmonkey.org/~nick/loyhargil/fate3/fate3.html) and from what I remember of the Dresden Files RPG.
FATE requires characters have some of their background written out. The player pulls out Aspects from the background which allow the player to use Fate points to invoke. The GM can also use them to compel the character.
There are two parts in character creation where players "switch" character sheets, get their character involved in the background of another. The player of the character gets to end the short and draw the Aspect.
