I like how the grey tone shading that
this artist uses complements the style of the story.

I believe D.C. Simpson's
Ozy and Millie deserves mention. Simple, often sparse style, but well-executed. And writing is part of the "art" too for me, when it comes to best artist.
Also, I was glad to see
Rice Boy mentioned already.
