Okay, is that Saundra from the past, or Saundra from the future?
(And I assume that "spook" is used largely in the sense of a spy, rather than... a less socially aware sense.)

Anyway, this out of the way, I'm guessing it's Saundra from the farthest future we've seen for the following reasons:
1. It has already been established as cannon that the time-line is immutable
2. Saundra would hence remember herself being here/there.
3. Floating fashions are HOT wherever she's from... and those little glowing green lights accessories are dahling!

Anyways.
Of course, it is likely that she has chosen this moment to appear because it is, in fact, the instant that Peggy Seuss has developed certain intelligence concerning Eliza and Sissy which I would guess deviates from their god-playing.
What hooks me, though, are various... deviances that manifest in this version of Saundra. Up until now, Saundra's appearance has always been markedly down to earth, both in the glimpse we got of Sisyphus's throne room and her strange stop in the living room. But this shows her with a distinct otherworldliness to her appearance, one that quite deliberate. Also, her sense of humor seems... a little biting? for Saundra, although hers has been maturing in snark.
Which makes me wonder if this is a Saundra in the middle of one of her "Little Rampages"... in full Mistress of Time mode. And, if so, can she be trusted? (Also if so, this negates my 'farthest future theory, because it may occur before the little "happy ending" snippet).
I'd guess more, as like all my theories this one is actually far more complex, but I'd rather wait and see if I'm right because:
1. On the very small off chance that I could possibly be right (which is what, .000001?) I'd hate to ruin it for other people.
2. I've heard maniacal laughter is good for you, and would hate to deprive Allen of the opportunity he gets when people discuss his plot. I hope he enjoys them.
