Yes, he really wanted to have Kat and Shirlee in Nivlek's new hometown. Everybody in this town wears diapers though so vsitors dress accordingly to fit in better. Afterall, if you don't like diapers why would you go there?

Of course I did! I'm sure Nivlek would have no trouble dressing accordingly
in Yiffburg, so it's quite natural for Shirlee and I to wear diapers in Nivvy's
new location. Besides, Shirlee looks cute in diapers. (Of course, Shirlee
looks cute in everything, but that's beside the point. ^_^)
