what does returning visitors mean? Returned that day? week? month?

I believe it means anyone that has already looked at your site at any time but I may be wrong.

I think it's dependent firstly on the time range you have selected for viewing your analytics. A month or a couple weeks or whatever the default is. A visitor is a returning visitor if they have visited twice during your selected time, and a new visitor if they have only visited once. So if you have a person that only visits every other month, they will always be counted as new because each hit takes place in a new time frame of analysis.
But that's just my idea, I'm not sure if it really works like that.
