Actually there is no longer a Flash category. I assume you're refering to the Outstanding Use of the Medium category which is pretty much open for interpretation. However, be aware that these awards focus on comics, not animations, as long as the work remains mostly comic in structure, this category...

When we combined the categories of Superhero and Action, there really weren't enough Superhero comics to make it useful.
