Anyone know of a tutorial or can easily explain how to do layouts similar to that in a manga using scanned pictures and Photoshop or Illustrator? Especially making cell borders and resizing individual cells for placement on the page?

Yeah, I'm getting the same sort of error, except in my case, while I can get to the actual member page for normalness.keenspace.com, when I try to go to site maintenance it doesn't find the cgi-bin object, and if I try to go and change password, it won't accept my password for that function.
