My vote goes to letting him stay in the club. I'd say that the reason that Tim says that he should stay in the club is a deceptively simple one - Tim sees himself in Stu. We all know that Tim is the 'loveable-hateable, crass, womanizing kinda guy' character in the club - kinda like Joey on 'Friends'...
