NEQ is neuter, meaning it has no gender. You can still do all sorts of things you can do with other webcomics with NEQ... except you can't have sexual intercourse with it. I use Paintshop Pro for Windows 3.11 (though I don't use it for anything else other than converting the images into black and white GIFs). For the actual image editing I use some software that came with my computer called iPhoto Express. It's a rather cheesy program, but has some really useful tools...
