I don't screentone, but I do believe Keffria and Soap do some mean screentoning. Check out their comics and I guess try to get in contact with one of them for advice. How about changing the lighting for the hair? Hair is made of strands, and the light that bounces off it isn't solid. This is a good reference for it: http://www.merekatcreations.com/html/tutorials/hairmain.html But seriously, it's pretty good. A few tweaks here and there, and it should be perfect....

No clue whatsoever on the non-photoshop. I wasn't too fond of the look of GIMP personally, but I think if you google it, you might be able to find something good.

I'd like to see it in screentone, for comparison, but I think you should draw it then scan it, and try all three to see which one would be the best.
