I had characters first with very undetailed backgrounds. But then it branched into a huge story from there.

But as for my other comics, I had a story first and worried about the characters later.

I draw mine out in pencil first, then I color it in on Photoshop. ^^ It usually takes me about 2 hours to draw it out (since I do it during school. Bad me! ><U) and another 2 hours or so to color it. I don't bother with inking though. I think it comes out fine with pencil.
